The important distinction here is that you can only test an advanced skill if you are trained in it, but anyone can test a basic skill but if you are untrained in it, you only get to use half your characteristic for that test. In Rogue Trader all skills are either basic or advanced, and a given character is either trained (has any ranks in it) or untrained (no ranks).
